This accessibility statement applies to the cumbria-pcc.gov.uk website.
This website is run by Cumbria PCC. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 300% without the text spilling off the screen
- navigate most of the website using just a keyboard

How accessible this website is
We know some parts of this website are not fully accessible:

WCAG 2.1.1 Keyboard — Scrollable region without keyboard access
A hidden element on the right side of the webpage does not have focusable content, meaning the scrollable region cannot be accessed by keyboard. This affects all reviewed pages and fails WCAG 2.2 success criterion 2.1.1 (Keyboard).
WCAG 1.1.1 Non-text Content — Missing alternative text
Images on the site are missing alt text, and there are also images that contain text that is not available elsewhere. The logo on the login page also has no alternative text. This fails WCAG 2.2 success criterion 1.1.1 (Non-text Content).
WCAG 1.4.3 Contrast (Minimum) — Insufficient colour contrast
Multiple elements across the website do not have sufficient colour contrast. This includes:
- Multiple elements while the cookie consent overlay is visible on page load
- The keyboard-visible 'Skip to content' link
- Links under 'Cumbria PFCC Events' when hovered or focused
- All 8 featured links on the Key Financial Publications page (e.g. Budget 2025/26, Statement of Accounts 2024/25)
- Text within the contents on page 4 of the Statement of Accounts 2024/25 PDF (e.g. 'Responsibilities for the Statement of Accounts', 'Glossary of Terms')

This affects the Home, Contact, Key Financial Publications, News, and Accessibility Statement pages, as well as the Statement of Accounts PDF, and fails WCAG 2.2 success criterion 1.4.3 (Contrast Minimum).
WCAG 1.4.4 Resize Text — Content not accessible at 200% zoom
At 200% zoom, the following issues occur across multiple pages:
- The accessibility icon overlaps and partially covers the cookie banner Accept button
- The information icon is no longer visible
- Content under 'Finance & Governance' is not visible when the hamburger menu is expanded
This affects the Home, Contact, Key Financial Publications, News, and Accessibility Statement pages and fails WCAG 2.2 success criterion 1.4.4 (Resize Text).
WCAG 1.4.10 Reflow — Content does not reflow at 400% zoom or mobile view
At 400% zoom and in mobile view (320×256 pixels), the following issues occur:
- The cookie banner overflows the visible screen and cannot be scrolled
- The information icon is no longer visible
- Content under 'News' is not visible when the hamburger menu is expanded
This affects the Home, Contact, Key Financial Publications, News, and Accessibility Statement pages and fails WCAG 2.2 success criterion 1.4.10 (Reflow).
WCAG 2.4.2 Page Titled — Missing document title
The Statement of Accounts 2024/25 PDF is missing a title in its document settings. This fails WCAG 2.2 success criterion 2.4.2 (Page Titled).
WCAG 2.4.11 Focus Not Obscured (Minimum) — Keyboard focus hidden behind overlays
Keyboard focus is obscured in several situations across the website:
- Footer links are hidden behind the cookie banner when they receive keyboard focus
- At 200% and 400% zoom, keyboard focus moves behind the open hamburger menu, hiding focused elements completely
- Keyboard focus moves behind the search banner when tabbing away from the search bar
- Keyboard focus moves behind the accessibility banner; the phone number link 01768 217734 is obscured, with more links affected at 400% zoom
This affects the Home, Contact, Key Financial Publications, News, and Accessibility Statement pages and fails WCAG 2.2 success criterion 2.4.11 (Focus Not Obscured Minimum).
WCAG 3.1.1 Language of Page — Missing language attribute
The language attribute is missing from the login page and the Statement of Accounts 2024/25 PDF. This fails WCAG 2.2 success criterion 3.1.1 (Language of Page).
PDFs — Various accessibility issues
PDFs published on the site have various accessibility issues including missing titles, missing language attributes, images without alternative text, and insufficient colour contrast. This fails WCAG 2.2 success criteria 1.1.1, 1.3.1, 1.4.3, 2.4.2, and 3.1.1.
Videos — No captions or transcriptions
Videos do not have captions or transcriptions. This fails WCAG 2.2 success criterion 1.2.1 (Audio-only and Video-only).
Content that's not within the scope of the accessibility regulations
Videos, PDFs and other documents
The accessibility regulations do not require us to fix PDFs, videos or other documents published before 23 September 2018 if they're not essential to providing our services.
Any new videos, PDFs or Word documents we publish will meet accessibility standards.

This statement was prepared on 23/09/20. It was last reviewed on 20/05/26.
This website was last tested in 20/05/26 2026. The test was carried out by Formation Media.
We used this approach to decide on a sample of pages to test: we tested a selection of pages including the Home page, Contact page, Key Financial Publications page, News page, Accessibility Statement page, and the Login page, as well as a PDF document. Pages were assessed against WCAG 2.2 level AA criteria using a combination of automated tools and manual testing.
