Independent Custody Visitors (ICVs) – Volunteer Role

Independent Custody Visitors (ICVs) are volunteers from the local community who help ensure people held in police custody are treated fairly, safely and with dignity.

The scheme is an important part of transparency and accountability and provides independent reassurance to detainees, the public, the PFCC and the police.

What does an Independent Custody Visitor do?

As an Independent Custody Visitor, you will:

  • Make unannounced visits to local police custody suites
  • Check on the welfare, rights and wellbeing of people detained in custody
  • Ensure detainees are being treated fairly, safely and with dignity
  • Raise any concerns through the appropriate reporting process
  • Provide independent reassurance to the public, the PFCC and the police
  • Visits are always carried out in pairs

Who can become an ICV?

We welcome applications from people:

  • Aged 18 or over
  • Who live or work in Cumbria
  • From all backgrounds and walks of life

To maintain the independence of the scheme, applicants must not have direct involvement in the criminal justice system. This means you cannot be:

  • A serving police officer, special constable or police staff member
  • A member of the Police, Fire and Crime Commissioner’s staff

Some other roles (such as probation officers or solicitors) may also be excluded due to potential conflicts of interest.

Where will I volunteer?

Volunteers visit their local police custody suite, based in:

  • Carlisle
  • Kendal
  • Barrow
  • Workington
