Treasury Management is defined by the Chartered Institute of Public Finance and Accountancy (CIPFA) as the management of the organisation’s investments and cash flows, its banking, money market and capital market transactions; the effective control of the risks associated with those activities; and the pursuit of optimum performance consistent with those risks.

Treasury Management Strategy Statement: In accordance with the CIPFA Code of Practice on Treasury Management in Public Services, the Commissioner approves on an annual basis a Treasury Management Strategy Statement (TMSS) as part of the overall budget setting process. The TMSS includes an annual Investment and Borrowing Strategy that sets out our policy and practices for managing investment and borrowing. It also sets out Prudential Indicators that govern our treasury management activity. Our arrangements for treasury management are undertaken in accordance with the CIPFA Code of Practice and under guidance from specialist treasury management advisors.

Treasury Management Practices 2024/25

Monitoring of Treasury Activities: We monitor treasury management activities on a quarterly basis. Set out below are the quarterly reports for the current financial year with a separate link to reports for the previous two years, that explain how we have managed our investments. Quarter 1 reports cover the period from April to June, quarter 2 reports cover the period from July to September, quarter 3 is October to December. Our final report of the year is the outturn report covering the whole financial year and incorporating investment activity between January and March. Our reports will be added to this website following their consideration by the Commissioner’s Public Accountability Conference in September (quarter 1), November (quarter 2), February (quarter 3) and May (quarter 4/annual report).
